I think Dev&Tech == generic technical discussion, then sub-forums for discussion of development of the popular clients makes sense (including 'Reference Client (Bitcoin-Qt/bitcoind)' ).  And a catch-all for any not-yet-popular (or used-to-be-popular) clients. @p{brk}
